Is this a panchayat going on here, Supreme Court asks Centre on road accidents

The Supreme Court on Friday came down heavily on the Centre for not filing its response in a matter pertaining to road accidents. Attorney General Mukul Rohatagi has assured the Supreme Court that the response will be filed within three weeks.
During the hearing, Chief Justice TS Thakur slammed the Centre, observing that the government is the biggest litigant but it blames the courts for not doing their work well. “You (Centre) have not filed counter affidavit for more than a year, is this apanchayat going on here?” Justice TS Thakur was quoted by news agency ANI.
The news comes a day after a pedestrian was hit by a freight rickshaw and left bleeding to death in Delhi. In the CCTV footage which captured the site of the accident, the freight rickshaw driver is seen getting out to check damage to his vehicle and then driving away. Some time later, a man gets down from a rickshaw only to steal the dying pedestrian’s phone and then walk away. The footage further shows people walking past him but no one comes to his rescue.
